Iminungkahi nina Tingog party-list Rep. Yedda Marie K. Romualdez at Jude A. Acidre ang agarang pagbibigay ng quarterly medical assistance na nagkakahalaga ng P1,000 hanggang P150,000 sa mga pamilyang mahihirap at nasa krisis na sitwasyon
“The 1987 Constitution mandates the State to ‘free the people from poverty through policies that provide adequate social services.’ To uphold this, this bill seeks to institutionalize the Assistance to Individuals in Crisis Situation (AICS) Program of the Department of Social Welfare and Development (DSWD),” sabi ng mga ito.
Sa ilalim ng House Bill (HB) No. 1940 na inihain nina Romualdez at Acidre, na nasa House Committee on Social Services, layon nito na matulungang makaahon sa kahirapan ang mga nagdurusa sa buhay.
“AICS is social safety net or stopgap measure to support the recovery of individuals and families who are indigent, vulnerable, disadvantaged or are otherwise in crisis situation. It provides psychosocial intervention through therapies, direct financial or material assistance which enables such individuals and families to meet their basic needs in the form of food, transportation, medical educational, or burial assistance, and, referral to other services of other national government agencies,” anila.
Naksaad sa Section 4 ng panukala na nagmumungkahi na ang AICS Program ay magkaloob ng mga tulong at serbisyo sa mga indibidwal at pamilya na nasa krisis o mahirap na sitwasyon sa pamamagitan ng psychosocial na intervention o direktang tulong pinansyal at materyal, partikular na ang tulong sa transportasyon, tulong medikal, tulong sa pagpapalibing, sa edukasyon, sa pagkain sa pera, psychosocial intervention, o referral para sa iba pang mga serbisyo.
Ito ay sasailalim sa screening, verification, at assessment ng mga pangangailangan ng mga benepisyaryo ng mga social worker.
Sa ilalim ng panukalang batas, ang halaga ng tulong sa transportasyon ay ibabatay sa aktwal na halaga ng tiket at maaaring ma-avail minsan sa isang taon.
Habang ang medical aid ay aabot sa P1,000 hanggang P150,000 at maaaring hilingin kada tatlong buwan samantalang ang burial assistance ay nasa P5,000 hanggang P25,000.
Ang cash aid na nagkakahala ng P1,000 hanggang P10,000 para sa educational assistance ay maaaring makuha kada taon o bawat semester at depende sa educational level ng mag-aaral.
At ang food assistance, cash assistance para sa iba pang support services at probisyon ng PPEs ay maaaring hilingin sa ilalim ng panukala.
Aatasan ang Department of Social Welfare and Development (DSWD) na tiyakin na tanging ang mga benepisyaryo ang makakatanggap ng nasabing programa.
Upang maging kuwalipikado ang mga humihingi ng tulong ay kailangan lamang magpakita ng identification card; police blotter; police certification d) medical case study report, medical certificate, o medical abstract; hospital billing statement o statement of account; medical prescriptions; death certificate; funeral contract; school enrolment assessment form o certificate of registration; school identification card at travel documents; at iba pang mga sumusuportang dokumento na maaaring kailanganin sa pagpapatupad ng mga tuntunin at regulasyon ng panukala.
