Pinawi ni Senador Sonny Angara ang pangamba na ang confidential at intelligence funds na ipinagkaloob sa ilang ahensya at opisina ng gobyerno ay maaaring maabuso at tinitiyak na susuriin ito ng mabuti ng Kongreso at ng state auditor.
Ipinaliwanag ng chairman ng Senate Committee on Finance na ang pagsisiyasat sa confidential and intelligence funds (CIF) ay ginagarantiyahan ng batas, sa pamamagitan ng General Appropriations Act (GAA), ang inisyatiba ng Senado, at bilang bahagi ng mandato ng Commission on Audit (COA).
Sa ilalim ng GAA, sinabi ni Angara na may probisyon na nangangailangan ng mga grantees ng CIFS upang magsumite ng mga regular na ulat sa Kongreso at sa Pangulo.
Para sa mga confidential fund recipient agencies and offices, kinakailangang magsumite ng mga ulat ng quarterly accomplishment sa Pangulo at ng dalawang Kapulungan ng Kongreso.
At sa usapin naman sa intelligence funds, ang mga quarterly reports ay isusumite sa Pangulo.
“The guidelines on the allocation, use and reporting on the confidential and intelligence funds are contained in Joint Circular 2015-01 issued by COA, DBM, DILG, the GCG and DND. On top of this, the Senate, through Senate President Migz Zubiri has initiated the creation of a select oversight committee to look into the use of the funds. These are in place to ensure the proper use of these funds,” paliwanag ni Angara.
“There will be periodic meetings of the select oversight committee to assess whether these funds are being used wisely by the agencies involved,” dagdag pa nito.
Ang Senate Resolution No. 302, na inihain at ipinagtanggol ni Senate President Juan Miguel Zubiri, ay nagbibigay daan para sa konstitusyon ng Select Oversight Committee on Confidential and Intelligence Funds.
Ang paglikha ng oversight committee ay ginawa mula noong 10th Congress upang tingnan ang paggamit ng CIF.
Sa ilalim ng resolusyon, ang oversight committee ay magbibigay-daan sa Senado na pangasiwaan ang kahusayan ng mga kinauukulang institusyon ng gobyerno sa paggawa ng maayos at napapanahong intelligence information upang mas mahusay na harapin ang mga banta sa pambansang seguridad, kabilang ang pagpapanatili ng kapayapaan at kaayusan, sa gayon ay nagbibigay ng isang kapaligirang pangkaligtasan at ligtas na lugar ng tirahan ng mga tao.
At para sa kasalukuyang 19th Congress, bubuuin ang komite nina Senador Zubiri bilang chairman at Senador Angara, Ronald Dela Rosa, Majority Leader Joel Villanueva, at Minority Leader Aquilino Pimentel III bilang miyembro.
Sinabi ni Angara na ang COA ay may mandato pa rin na tingnan ang paggamit ng CIF ngunit hindi tulad ng kanilang regular na pag-audit, ang mga resulta ay hindi isasapubliko.
“Because of the nature of these funds, since they are linked to national security, safety, counter-terrorism, you cannot just expose these publicly. They are linked to certain things that are established to be essential to the safety of our people, to the existence of the State, etc.,” ayon pa kay Angara
Ganito rin sa oversight committee ng Senado, kung saan sinabi ni Angara na kailangang panatilihing confidential dahil sa sensitivity ng mga isyung sinusuri.
“Little is known about these funds but in the process we learn that there are disallowances on the use of these funds. For instance, you cannot use it to pay salaries and to buy certain things. COA has also historically been looking at these expenses and there are limitations to its use, unlike the common perception that these funds can be used for anything and everything. That is not true,” sabi ni Angara.
