Pinaiimbestigahan ni Senate Minority leader at Senador Aquilino “Koko” Pimentel III sa Senate Blue Ribbon Committee ang matagal na pagpapalabas ng national identification cards (national ID) ng Philippine Statistics Authority (PSA).
Sa inihaing Senate Resolution No. 585 ni Pimentel, pinaaaksyunan nito sa Blue Ribbon Committee na magsagawa ng pagtatanong sa matagal na pagkaantala ng pagpapalabas ng national ID cards.
“Given the unreasonably prolonged delivery, questionable usefulness, and substandard quality of the national IDs, there is already cause to believe that there is malfeasance, misfeasance, or nonfeasance on the part of the leadership in the PSA, the BSP, and other relevant agencies in fulfilling its mandate under Republic Act No. 11055,” pahayag pa ni Pimentel.
“We are concerned about the delay in the issuance of these cards. It is crucial that the government takes immediate steps to resolve the issue and ensure that all citizens have access to their national ID,” dagdag pa nito.
Aniya, dapat na kumilos ang pamahalaan sa lalong madaling panahon at tiyakin sa taumbayan kung kailan talaga matatanggap ng mga ito ang kanilang national IDs.
“The government should take swift action to address the issue and provide a clear timeline for when Filipinos can receive their national IDs,” sabi nito.
Ayon sa Section 3 ng Republic Act No. 11055, ang Philippine Identification System o PhilSys ay pangunahing itinatag upang magbigay ng wastong patunay ng pagkakakilanlan para sa lahat ng mga mamamayan at residenteng dayuhan bilang isang paraan ng pagpapasimple ng pampubliko at pribadong mga transaksyon.
“Apart from the delay in meeting the quota for the number of ID cards to be accomplished, there have been complaints about inaccuracy of personal information and blurry images on the cards,” ayon sa resolusyon.
Sinabi pa ni Pimentel na sa ilang pagkakataon, ang mga nakalagay sa IDs ay nabubura sa loob lamang ng tatlong buwan.
Nakapaloob din sa resolusyon ang Natuklasan ng Commission on Audit (COA) na noong 2021, nasa 27,356,750 pre-personalized cards o katumbas ng 76 porsiyento ng 36 milyong IDs ang tanging nailabas ng BSP.
Malayo aniya ito sa 116 milyong pre-personalized IDs na dapat nai-deliver ng BSP mula 2021 hanggang 2023.
“Even the usefulness of the ID is in question, as some financial institutions refused to recognize the national ID because it lacks the holder’s signature,” sabi ni Pimentel sa kanyang inihaing resolusyon.
