Kumpiyansa si Speaker Ferdinand Martin G. Romualdez na inaasahang paglagda sa panukalang batas na magpapawala sa bilyun-bilyong pisong utang ng mga benepisyaryo ng agrarian reform sa bansa ay makakatulong sa marami magsasaka para mapalakas ang kanilang produktibidad at kumita ng higit pa.
Matatandaang inaprubahan ng Kamara noong Disyembre 12, 2022 ang bersyon nitong panukala, o ang House Bill (HB) No. 6336, habang inaprubahan ng Senado ang counterpart measure nito noong Marso 6, 2023 at hinihintay na ngayon ng lagda ni Pangulong Ferdinand “Bongbong” R. Marcos, Jr.
Sa panukala, isinasantabi ang mga hindi nabayaran ng mga benepisyaryo ng agrarian reform na kabilang sa 31 na inaprubahan ng Kamara hanggang sa kasalukuyan, mula sa 42 priority measures na tinukoy ni Pangulong Marcos sa pamamagitan ng Legislative-Executive Advisory Council (LEDAC).
“When our farmers are freed from the burden of debt, they would be able to invest more in their land and improve their productivity. This can lead to better yields and profits, which can help improve the lives of our farmers and their families,” sabi ni Romualdez.
“This relief to hundreds of thousands of agrarian reform beneficiaries gains even more significance now that we are facing the twin challenges of increased prices of farm inputs, particularly fertilizers, and the harmful effects of climate change on the agriculture sector,” dagdag nito.
Sa panukala, ang P57.557 bilyon na utang ng 610,054 agrarian reform beneficiaries (ARB) ay umabot sa kabuuang 1,173,101.57 ektarya ng agrarian reform na mga lupain.
Gayundin, pinapahinto ang pagpapatupad ng isang final and executory administrative o judicial ruling dahil sa kabiguan ng isang ARB na magbayad ng 30-taong amortisasyon at 6% na taunang interes na mag-aalis sa mga ito at magreresulta sa pagkansela ng titulo sa repormang agraryo.
“This measure would complement the various programs and assistance to our farmers the Department of Agriculture is implementing to uplift the lives of our farmers,” ani Romualdez.
“We need to provide our farmers all the support we can to promote increased productivity and help us attain food security. The House of Representatives will continue to explore more avenues to revitalize our agriculture sector,” giit pa nito.
Matatandaang maliban sa paggawa ng mga batas, ginamit ng Kamara ang kanilang oversight powers upang tulungan si Pangulong Marcos na siya ring kalihim ng Department ng Agriculture (DA), na ayusin ang nasabing sektor.
