Sinisiguro ni House Speaker Martin G. Romualdez na pagtitibayin ng Mababang Kapulungan ng Kongreso ang P5.268 trilyong national budget ng administrasyong Marcos para sa 2023 at ang pagpasa sa ikatlo at huling pagbasa ng 16 hanggang 18 sa 30 inisyal na natitirang Legislative-Executive Development Advisory (LEDAC)-priority measures bago mag-Christmas break ang Kongreso simula sa Disyembre 17.
Sinabi ni Romualdez na ang Kamara ay magpapatuloy sa kanilang mga regular na sesyon ngayong Lunes, Nobyembre 7, na dapat ipasa para sa mahusay na serbisyo publiko, paglikha ng trabaho, kalusugan, at pagbangon ng ekonomiya upang maprotektahan ang pinakamahina na sektor ng bansa mula sa pagkawala na ng coronavirus disease-19 (COVID-19) at global inflation.
“Of course, on top of our priority list is the final approval or ratification of the proposed P5.268-trillion national budget. We will have a budget before the end of the year,” sabi ni Romualdez.
Tatalakayin ng Senado ang panukalang badyet bago ito mapunta sa Senate-House conference committee para sa pinal na bersyon nito.
“One of our main priorities is the ratification of next year’s national budget to provide social safety nets for the people and help them recover from the economic displacement caused by COVID-19. We will work harder for our economy to recover with agriculture as the major engine for growth and employment,” ayon pa kay Romualdez.
Idinagdag pa nito na susuportahan ng Kongreso ang inisyatiba ni Pangulong Ferdinand “Bongbong” Marcos Jr. na magbigay ng subsidy sa mga pinakamahinang sektor upang sugpuin ang epekto ng pandaigdigang inflation.
Nauna rito, iniutos ni Pangulong Marcos ang patuloy na suporta sa mga pinakamahina na sektor sa anyo ng mga cash transfer at mga diskwento sa gasolina upang mabawasan ang epekto ng tumataas na inflation.
Kumpiyansa si Romualdez na maaaprubahan ng House of Representatives ang 16 hanggang 18 Common Legislative Agenda (CLA) na nakalista ng LEDAC sa unang pagpupulong nito sa Malacañang noong Oktubre 10.
“We will also speed up the passage of LEDAC-priority bills, including the E-Governance Act and E-Government Act, in response to the appeal of President Ferdinand ‘Bongbong’ Marcos Jr.,” sabi pa ni Romualdez.
Maliban sa pinag-isang E-Governance and E-Government Act bills, sinabi ni Romualdez na Kasama rin dito ang Medical Reserve Corps, Virology Institute of the Philippines, National Disease Prevention Management, Mandatory Reserve Officers’ Training Corps (ROTC) and National Service Training Program, Amendments to the Build-Operate-Transfer Law, Condonation of Unpaid Amortization and Interests of Loans of Agrarian Reform Beneficiaries, Valuation Reform, Passive Income and Financial Intermediary Taxation Act (PIFITA), Internet Transaction Act, Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery (GUIDE), Department of Water Resources, The New Philippine Passport Act, Waste-to-Energy Bill, The Magna Carta of Barangay Health Work, and National Government Rightsizing Program.
