Ipinasa na ng Mababang Kapulungan ng Kongreso sa ikatlo at huling pagbasa ang panukalang batas na nagtatatag ng mga patakaran para sa proteksyon at kapakanan ng mga tagapag-alaga sa pagsasagawa ng kanilang propesyon, o ang iminungkahing “Caregivers Welfare Act”.
Sa 271 na boto, inaprubahan ang House Bill (HB) No. 227 na naglalayong kilalain ang papel ng mga caregivers sa pambansang kaunlaran at upang magtatag ng mga patakaran sa pagsasagawa ng propesyon na may layunin sa pagbuo ng mga maayos na caregivers na ang mga pamantayan ng professional service ay magiging mahusay at pandaigdigang ang galing.
“The State also recognizes the need to protect the rights of the caregivers towards a decent employment and income and adheres to a policy of protecting caregivers against abuse, harassment, violence and economic exploitation,” ayon sa panukala.

Nakasaad pa sa panukala na ang caregivers ay isang “graduate of a caregiving course from an accredited training institution that is recognized by the government or is certified competent by that same institution, and renders caregiving services as stipulated in Section 6.”
Nakasaad sa Section 4 sa panukala na inoobliga ang employment contract sa pagitan ng caregiver at ng employer, na nauunawaan ng dalawang partido.
Nakapaloob sa kontrata ang (a) Duties and responsibilities of the caregiver; (b) Period of employment; (c) Compensation; (d) Authorized deductions; (e) Hours of work and proportionate additional payment or overtime pay; (f) Rest days and allowable leaves; (g) Board, lodging and medical attention; (h) Termination of employment; at iba pa.
Inililista rin sa panukala ang ilang mga kinakailangan na maaaring kailanganin ng employer bago ang pagpapatupad ng kontrata, tulad ng sumusunod: training certificate, medical or health certificate, o police o National Bureau of Investigation (NBI) clearance.
