Tiwala si Senador Sonny Angara na dahil sa mahaba at masusing deliberasyon sa 2023 national budget ay makakatulong ito para makabangon ang ekonomiya ng bansa matapos ang mahigit ang dalawang taong COVID-19 pandemic maliban pa sa makakatulong din ito para matulungan ang karamihan ng sektor para makabalik sa normal ang pamumuhay.
Ayon kay Angara, sa nakalipas na mga buwan ng deliberasyon ng dalawang Kapulungan ng Kongreso, inaprubahan na ng mga ito ang P5.268 trillion General Appropriations Bill, na ngayon ay inihahanda na para sa printing at transmittal kay Pangulong Ferdinand Marcos Jr. para lagdaan.
“It is a budget for national recovery. It’s the first budget of the Marcos administration so you also want to support the initiatives of the administration. It’s a modest increase from this year’s budget but it will translate to higher budgets for health, agriculture, education and infrastructure. The need to support these sectors is undebatable,” ayon kay Angara, chairman ng Senate Finance committee.
Nabatid na ang sektor ng edukasyon, makakatanggap ito ng mahigit sa P900 bilyon na katumbas ng P100 bilyon na dagdag mula sa kasalukuyang budget sa ilalim ng General Appropriations Act.
Kabilang dito ang pondo para sa mga state universities and colleges (SUCs), kung saan sinabi ni Angara na mas mataas ito sa nilalaman ng National Expenditure Program (NEP) at dinagdagan ng Kongreso sa loob ng 5-taon, at pagpopondo para sa Special Education Program ng Department of Education (DepEd).
“The education sector is higher than what Malacañang proposed under the National Expenditure Program. Both the Senate and the House prioritized this sector. What was approved was also higher than the allocation for the education sector in the 2022 budget,” sabi ni Angara.
At sa panig naman ng health sector, sa 2023 GAB ay nasa P416 bilyon ang inilaan dito na mas mataas ng P12.7 bilyon kung ikukumpara sa P403.3 bilyon ngayon taon.
Kabilang sa paglalaanan ng pondo sa ilalim ng 2023 budget ang emergency health benefits and allowances para sa mga health at non-health workers, pagbili ng bakuna, medical assistance sa mga mahihirap at dagdag na operational budgets sa mga state-run hospitals.
Habang ang agriculture sector, na isa sa isinusulong ng Marcos administration, ay pinaglaanan ng kabuuang P178.7 bilyon sa ilalim ng 2023 GAB o dagdag na P46.5B mula sa kasalukuyang taon na nasa P132.2 bilyon lamang.
Kasama sa pondo ng Department of Agriculture at ng attached agencies nito na Department of Agrarian Reform, at ang Philippine Crop Insurance Corporation.
“During the campaign, the President promised to improve food security and to provide affordable food. The 2023 budget will result in more funds to support our farmers and fisherfolk and provide more funds to support local production as a whole,” ani Angara.
