Sinisiguro ni House Speaker Martin G. Romualdez na magtatrabaho nang husto ang mga kongresista sa 2023 upang mapabuti ang kondisyon at pamumuhay ng mga Filipino.
“We, in the House of Representatives, welcome the good news from our Finance Secretary that the worst is over for the Philippines and better years are expected. This definitely inspires us to work double-time when we resume session next year, pushing us to legislate more laws needed to further boost the economy and improve the living condition of our people,” paliwanag ni Romualdez.
Binanggit nito ang naging pahayag kamakailan ni Finance Secretary Benjamin Diokno na nakikita nitong mas magiging mabilis ang paglago ng ekonomiya ng Pilipinas sa 2023.
Sinabi pa ni Diokno na sa kabila ng global recession, nakikita nitong ang Pilipinas ang inaasahan pa ring mangunguna sa anim na miyembro ng Association of Southeast Asian Nations (ASEAN) na magkakaroon ng pinakamataas na growth rates sa susunod na taon.
“Many institutions and experts have predicted a global recession in 2023, and consequently, downgraded Philippine gross domestic product (GDP) outlook to less than 6%,” sabi ni Diokno.
“But an average GDP growth of 6.5% is nothing to be sneezed at: it is still one of the highest, if not the highest, growth rates among ASEAN+6 economies,” dagdag pa nito.
Tinukoy pa ni Diokno ang siyam na dahilan sa kanyang optimistic projections sa ekonomiya ng bansa sa 2023 kung saan apat sa mga ito ay direktang resulta ng ginawa ng Kongreso kabilang ang pagpasa sa 2023 national budget; ang first-ever Medium-Term Fiscal Framework (MTFF) for 2023-2028; at pagpapalawig ng “Build, Build, Build” program sa tulong ng pribadong sektor.
Ipinaabot naman ni Romualdez ang pasasalamat nito sa kapwa miyembro ng Mababang Kapulungan ng Kongreso sa mabilis na pagkilos sa mahahalagang hakbang at panukala, na binanggit ni Diokno na pangunahing dahilan ng paniniwala nito na magiging malakas ang ekonomiya ng Pilipinas sa susunod na taon.
Binanggit din ni Diokno ang pagpasa sa Philippine Development Plan 2023-2028, ang malakas na international credit profile ng bansa, matatag na banking system, sapat na buffers laban sa mga external headwinds.
Sinabi naman ni Romuladez na upang maging ganap ang growth trajectory, ipinangako nito na ipapasa ng Kamara ang nalalabing 12 priority measures ni Pangulong Ferdinand Marcos Jr. sa pagbabalik ng sesyon sa Enero 23, 2023.
Tinukoy ni Romualdez ang 12 priority measures na tinanggap ng Legislative-Executive Development Advisory Council (LEDAC) at Common Legislative Agenda (CLA) ang mga sumusunod.
1. The Enactment of an Enabling Law for the Natural Gas Industry, 2. pag-amiyenda sa Electric Power Industry Reform Act (EPIRA), 3. The Unified System of Separation, Retirement and Pension, 4. The E-Governance Act and E-Government Act, 5. The National Land Use Act, 6. The National Defense Act, 7. The National Government Rightsizing Program, 8. The Budget Modernization Bill, 9. The Department of Water Resources, 10. Establishing the Negros Island Region, 11. Magna Carta for Filipino Seafarers, 12. at ang pagtatatyo ng Regional Specialty Hospitals.
Dinagdag pa ni Romualdez na isusulong din ng Kamara na maipasa ang 19 priority bills sa ilalim ng CLA sa ikatlo at huling pagbasa ang Passive Income and Financial Intermediary Taxation Act o ang PIFITA (The fourth package under the Comprehensive Tax Reform Program or CTRP); ang Virology Institute of the Philippines; Agrarian Reform Debts Condonation; Philippine Passport Act; Waste-to-Energy Bill; National Disease Prevention Management Authority o Center for Disease Control and Prevention; Medical Reserve Corps (HEART); Internet Transaction Act / E-Commerce Law; Leyte Ecological Industrial Zone; Eastern Visayas Development Authority (EVDA); Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery (GUIDE) bill; Free Legal Assistance for Police and Soldiers; Public–Private Partnership (PPP) Act; Magna Carta of Barangay Health Workers; Real Property Valuation Reform Bill; Apprenticeship Act, at ang National Citizens Service Training Program (NCSTP).
