Isinusulong ni Davao City 1st District Rep. Paolo Duterte at ng tatlo pang kongresista ang pagkakaroon ng specialty hospitals sa buong bansa upang mabigyan ng maayos at kalidad na serbisyong medikal ang mga nakatira sa labas ng Metro Manila.
Sa House Bill no. 6857 o ang Regional Specialty Hospitals Act, na inihain nina Duterte, Benguet Rep. Eric Yap, at ACT-CIS Reps. Jeffrey Soriano at Edvic Yap, nilalayon nito na magtatag ng specialty hospitals na idedetermina ng Department of Health (DOH) sa Northern Luzon, Southern Luzon, Visayas, Northern Mindanao at Southern Mindanao.
Anila, ang specialty hospitals ay kasama sa sangay ng Philippine Heart Center, National Kidney and Transplant Institute, Lung Center of the Philippines, Philippine Children’s Medical Center, at ang itatayong Philippine Cancer Center.
“In order to afford the expertise of [these] hospitals’ medical professionals and its advanced amenities and equipment, patients are being encumbered by the additional expenses on transportation and accommodation for their medical needs to be catered, most especially those that are from far-flung areas or provinces,” sa explanatory note ng HB 6857.
Paliwanag ni Duterte, ang panukalang batas ay magtitiyak na matatanggap ng mga Filipino ang mura at kalidad na healthcare benefits.
“Many Filipinos flock to the specialty hospitals located in Metro Manila because they offer quality medical care and treatment that are more affordable than those available in private hospitals. Establishing branches of the Heart Center, the Kidney Institute and other government-run specialty hospitals in strategic areas in the country will help address the widening inequity in healthcare,” paliwanag pa ni Duterte.
“Our proposed measure will bring specialty health care closer to people living in the provinces,” dagdag pa nito.
Sa ilalim din ng panukala, ang lahat ng tax exemptions at pribilehiyo na tinatanggap ng mga Metro Manila-based specialty hospitals ay tatanggapin din ng mga regional branches.
“The national government shall constitute the necessary land, building, equipment and facilities, to the regional branches of the specialty hospital, and shall pay such obligations for real, personal and mixed properties arising from such undertaking under a deferred payment arrangement within five (5) years at a preferred rate of interest,” ayon pa sa panukala.
Maglalaan ng inisyal na P5 bilyon ang national government para sa kontribusyon para sa operasyon at maintenance ng nasabing mga regional specialty hospital habang sa mga susunod na taon ay isasama na sa General Appropriations Act.
