Inaprubahan na ng House Ways and Means Committee, na pinamumunuan ni Albay Rep. Joey Sarte Salceda ang draft substitute bill para sa VAT refund para sa mga papalabas na turista, isang panukalang inaprubahan na sa prinsipyo ng Pangulo nang ito ay ilabas ng ang Private Sector Advisory Council.
“I expect between P10 to 40 billion in increased sales from local suppliers. That has the same nature, consequence, and character as exports. And we don’t even have to compete with other exporters. The audience is already captured,” ani Salceda.
“Save for India and Cambodia, we are the last major Asian country without an operative VAT refund system for tourists. That hurts our competitiveness for tourists with, say, Vietnam and Thailand, which now receive more tourists than we do,” dagdag nito.
Pangunahing inakda ni Salceda ang panukala kasama si Senior Vice Chair Mikaella Suansing, na namuno sa mga susog sa pagbalangkas ng technical working group sa original draft.
Ang panukala ay nagdaragdag ng bagong bahagi sa National Internal Revenue Code, kung saan ang mga papalabas na turista ay magre-refund ng mga binili na dadalhin palabas ng bansa, na may halaga sa bawat transaksyon na hindi bababa sa P3,000. Ang mga pdrodukto na ito ay dapat bilhin mula sa mga accredited suppliers.
“A VAT refund, as global studies show, increases the propensity to spend. Generally, for every 1 peso refunded, the tourist spends an additional 1.5 pesos.bThat will create an additional 20-80 thousand jobs, and will also improve our gross international reserves,” ani Salceda.
Ang panukala ay nagpapahintulot din sa VAT refund system na pangangasiwaan ng isang service provider, gaya ng nakasanayan sa karamihan ng mga hurisdiksyon.
Hinimok din ni Salceda ang Department of Tourism, na kinatawan sa mga pagdinig ni Undersecretary Shireen Gail Pamintuan, na isaalang-alang ang mga pag-amiyenda sa Tourism Act o Republic Act No. 9593, upang payagan ang Department of Tourism na magbigay ng promotional incentives para sa mga domestic tourist, partikular sa mga pagpupulong, mga insentibo, kumperensya, at exhibitions sector.
“I am also directing SVC Suansing to look into possible amendments on the matter. I understand that it is the MICES sector is the bulk tourism sector of the country. So, when you incentivize the MICES sector, you incentivize tourists wholesale,” ayon pa kay Salceda.
“I am requesting the DOT to look into a more expansive definition of incentives for the domestic tourism sector,” dagdag pa nito.
