Suportado ng liderato ng Mababang Kapulungan ng Kongreso ang agarang ratipikasyon ng Senado ng Regional Comprehensive Economic Partnership (RCEP) deal, na magpapabilis sa mga benepisyo tulad ng mga oportunidad sa trabaho na maramdaman ng mga Pilipino.
“By immediately ratifying the RCEP Agreement, the Philippines can sooner benefit and take the advantages of this mega-trade deal that could attract more foreign investors, create more job opportunities, and curb the unemployment and poverty rates in the country,” sabi ni Speaker Ferdinand Martin Romualdez, isa sa principal authors ng House Resolution (HR) No. 728, na sumusuporta sa ratipikasyon ng Senado sa RCEP.
Kasama ni Romualdez bilang may-akda ng panukala sina Majority Leader at Zambonga City 2nd District Rep. Manuel Jose “Mannix” M. Dalipe, Senior Deputy Majority Leader at Ilocos Norte 1st District Rep. Ferdinand Alexander A. Marcos, at Batangas 5th District Rep. Mario Vittorio “Marvey” Mariño.
Tinukoy ng mga ito na noong Nobyembre 15, 2021, nilagdaan ng Pilipinas ang Regional Comprehensive Economic Partnership (RCEP) Agreement, isang kasunduan sa kalakalan na sumasaklaw sa mga lugar ng kalakalan para sa mga kalakal, serbisyo at pamumuhunan, sustainable growth, at business environment na kinasasangkutan ng 10 miyembrong estado ng Association of Southeast Asian Nations (ASEAN) at ang limang iba pang kasosyo nito sa free trade agreement (FTA), katulad ng Australia, China, Japan, New Zealand, at Republic of Korea.
“Due to various FTAs that the Philippines entered into in the Asia-Pacific Region, there is overlapping of the numerous bilateral FTAs involving different sectors, with varying levels of commitment for tariff reduction and conflicting technical trade rules,” ayon sa resolusyon.
Ayon kay Romualdez, ang mga benepisyo na idudulot ng RCEP Agreement sa Pilipinas ay malayo kaysa sa panganib, dahil ito ay magsusulong ng higit na pagiging bukas, lumikha ng mas business-friendly na kapaligiran, humihikayat ng mas malapit na pagsasama-sama ng mga ekonomiya, at magbibigay ng mas matatag at mahuhulaan na nakabatay sa mga patakaran na sistema ng kalakalan.
Idinisenyo bilang balangkas para sa economic and trade cooperation sa Asia Pacific, isinasama ng RCEP ang mga tuntunin sa ekonomiya at kalakalan, kabilang ang pagbabago ng digital landscape na nakakaapekto sa mga karapatan sa intellectual property rights, trade facilitation measures, electronic commerce, at cross-border trade.
Nakasaad pa sa resolusyon na ang Department of Trade and Industry (DTI) ang tutukoy sa mga benepisyo ng pagsali ng bansa sa RCEP Agreement.
Kabilang dito ang murang halaga sa manufacturing sector; 1) Cheaper cost for sourcing key inputs for the manufacturing sector; ginhawa para sa mga negosyo sa pangangalakal na may mga key FTA partners; competitiveness para sa mga industriya ng Pilipinas; at pagsasama ng mga umiiral na programa ng pamahalaan.
Sinabi ng mga may-akda na ang RCEP Agreement ay hihikayat sa mga dayuhang pamumuhunan sa Pilipinas at magbibigay-daan sa mas malaking partisipasyon sa mga larangan ng digital services, business process outsourcing industry, financial services, aerospace, shipbuilding, research and development, at marami pang iba.
“The recent state visits of President Ferdinand Romualdez Marcos Jr. to Indonesia, Singapore and China not only generated billions of investment pledges but also expanded the economic opportunities of the Philippines by reinforcing foreign ties,” anila.
