31 priority bills ng Marcos administration ipinasa ng Kamara

Inaprubahan ng Mababang Kapulungan ng Kongreso sa ikatlo at huling pagbasa ang 31 sa 42 priority bills na tinukoy ni Pangulong Ferdinand “Bongbong” R. Marcos Jr. at ng Legislative-Executive Development Advisory Council (LEDAC).

Pinakahuling naipasa ng Kamara ang 30-year National Infrastructure Program Bill at ang National Land Use Act.

“We are proud of our collective accomplishment – 31 out of 42 and counting. As of today, we have achieved a significant part of our goal in less than a year of session,” sabi ni Speaker Ferdinand Martin G. Romualdez.

“I thank our colleagues for their hard work, as well as the various political parties in the House which have committed to support the passage of priority measures determined by the President and the LEDAC and the House itself,” dagdag pa nito.

Sinabi pa ni Romualdez na ang mga naipasang panukala ay naglalayong suportahan ang isinusulong ng Pangulo na panatilihin ang ekonomiya ng bansa sa mataas na landas ng paglago at pagbuo ng mas maraming trabaho at mga pagkakataon sa kita para sa mamamayan.

Ang 2023-2052 National Infrastructure Program ay nakapaloob sa House Bill (HB) No. 8078.

“It will be an all-encompassing program covering not only public works like roads, bridges and expressways, which we commonly refer to as infrastructure, but also energy, water resources, information and technology, agri-fisheries, food logistics, and socially-oriented structures such as school buildings and other educational facilities,” ayon kay Romuadez.

“It would institutionalize the ‘Build Better More’ program of President Ferdinand Marcos Jr. to support a strong economy through a resilient and reliable national infrastructure network,” sabi pa nito.

Sa panukalang National Land Use Act na nasa HB No. 8162 ay naglalayong magtatag ng national land use policy na matagal nang panahon na tinatalakay.

“This is a long-awaited measure and the President knows its importance. Through this proposed law, the government will have the tool to properly identify land use and allocation patterns in all parts of the country,” sabi pa ng lider ng Kamara.

Idinagdag pa ni Romualdez na sa 42 LEDAC bills, tatlo rito ang nilagdaan na ng Pangulo at naging batas kabilang ang SIM (subscriber identify module) Registration Act, ang panukalang pagpapaliban ng barangay at Sangguniang Kabataan elections sa Oktubre ngayong taon at ang pag-amiyenda sa batas na fixed terms ng Armed Forces of the Philippines chief of staff at iba pang matatass na opisyal ng AFP.

Isa pang panukalang batas, na naglalayong payagan ang hindi nababayarang mga pautang na nakuha ng libu-libong agrarian reform beneficiaries kasama ang kanilang mga parusa, na ipinadala na sa Malacañang.

Samantala ang iba pang pumasa sa ikatlo at huling pagbasa ang Magna Carta of Seafarers, E-Governance Act / E Government
Act, Negros Island Region, Virology Institute of the Philippines, Passive Income and Financial Intermediary Taxation Act, National Disease Prevention Management Authority or Center for Disease Control and Prevention, Medical Reserve Corps, Philippine Passport Act; Internet Transaction Act / E Commerce Law, Waste-to-Energy Bill, Free Legal Assistance for Police and Soldiers, Apprenticeship Act, Build-Operate-Transfer (BOT) Law, Magna Carta of Barangay Health Workers, Valuation Reform, Eastern Visayas Development Authority, Leyte Ecological Industrial Zone, Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery, National Citizens Service Training Program, at ang National Government Rightsizing.

Gayundin ang pagpasa ng Senado sa Maharlika Investment o Sovereign Fund bill, na iniakda mismo ni Romualdez na sinertipikahan ng Pangulo bilang urgent.

Dalawa pang panukala ang nakatakdang aprubahan sa huling pagbasa kasama ang Bureau of Immigration Modernization at Philippine Salt Industry Act.

Habang tatlo pang panukala ang nasa second reading kabilang ang Natural Gas Industry Enabling Law, National Employment Action Plan, at Philippine Ecosystem and Natural Capital Accounting System Bill.

Nasa ilalim naman ng komite o technical working group deliberation ang Department of Water Services and Resources, at pag-amiyenda sa Electric Power Industry Act at Anti-Agricultural Smuggling Act.

Habang pag-uusapan pa ng komite ang Budget Modernization, National Defense Act at Unified System of Separation, Retirement and Pension for Uniformed Personnel.
